The Bureau of Children, Youth & Families (CYF) is responsible for planning and monitoring much of NYC's comprehensive network of child and adolescent community mental health services. CYF oversees a portfolio of over 100 programs and supports a family-driven, individualized and strengths-based approach to care. CYF relies on research, surveillance and evaluation efforts to guide its decisions around planning, implementation and evaluation of policies and services that work to improve mental health and wellbeing, through a health equity lens.
CYF’s Office of Research and Evaluation (ORE) conducts monitoring of population level indicators around child and adolescent mental health and wellbeing, in addition to conducting original research and evaluation specific to programs and policies that address child and adolescent mental health and wellbeing.
- Design and conduct analyses of Medicaid and other administrative data to examine capacity of services and service utilization trends, including characteristics of children and adolescents receiving treatment and services.
- Develop and implement measures to capture the effect of the NYS Medicaid Redesign on both the mental health service system and children’s mental health outcomes
- Oversee the monitoring and evaluation of population-level indicators specific to child and adolescent mental health, wellbeing, and pertinent social factors associated with adverse mental health outcomes.
- Design and conduct analyses of population-based survey data to examine trends and patterns in mental health and wellbeing, with a focus on inequities.
- Collaborate on and coordinate research activities with CYF ORE leadership and staff, and CYF Office of Policy and Planning.
- Liaise with other offices in the Division, e.g., Community Engagement, Policy and Practice.
- Interpret and present analytic findings and work closely with CYF ORE leadership and staff to collaborate on, and coordinate research activities.
- Author and coauthor reports for stakeholders, such as senior management and service providers, leading or in collaboration with ORE staff analysts.
- Author and coauthor publications that communicate data findings to external audiences, leading or in collaboration with ORE staff analysts.
- Conduct other research needed to design new policies, programs, and initiatives; make recommendations on which options/direction best meet CYF’s goals.
- Serve on workgroups/cross-agency committees specific to social media analyses.
- Strong working knowledge and proficiency in health services research.
- Proficient in epidemiologic methods and analyses, including social epidemiology.
- Experience in analyzing administrative data, including Medicaid claims data
- Experience in analyzing population-based survey data
- Experience with evaluation around policies specific to mental health and mental health services, such as expansion of Medicaid services.
- Strong working knowledge of child/adolescent mental health field, from a health services perspective.
- Working knowledge of health equity as it pertains to child/adolescent mental health.
- Excellent written and oral communication skills.
- Proficiency with SAS, SUDAAN, SQL and other statistical software and programming languages (e.g., R, Python).
- Experience working with data visualization software, i.e., Tableau.
- Experience with mapping software, including ArcGIS
- Ability to work collaboratively in a cross-disciplinary team environment.
- Experience developing and maintaining documentation of datasets for use by other investigators.
- Experience performing literature reviews.

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
