The San Francisco VA Health Care System is recruiting for a Supervisory Social Worker for the Comprehensive Homeless Center (CHC) within Social Work Service. The incumbent is charged with integrating the mission of the programs to develop a culture of mutual support, assigned administrative responsibilities for clinical program implementation and is accountable for clinical program effectiveness and modification of service patterns established by the Director of Homeless Services. Provides orientation to new hires, assigns work duties, establishes guidelines and performance expectations for staff, and assists them in complying with the employee performance management system. Observes workers' performance and conducts work performance critiques. Provides formal and informal feedback and periodically evaluates employee performance. Develops work improvement plans, recommends personnel actions as necessary. Provides administrative, technical, and clinical supervision as necessary. Performs the administrative and personnel management functions relative to staff supervised. Incumbent works to resolve informal complaints and grievances. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. The incumbent assures that the supervisees are aware of and adhere to all current directives of VHA, and meet current Joint Commission, CARF, State licensure, and VA-OIG standards. Assures line staff are meeting productivity standards and other guidelines set forth by Social Work Service. Works to resolve informal complaints and grievances. Providing advice and counsel to social workers related to work and administrative matters. Addresses disciplinary measures as appropriate to the authority delegated in this area. Reviewing and approving or disapproving leave requests. Assuring that subordinates are trained and fully comply with the provisions of the safety regulations. Collaborates with the Supervisors and Coordinators in other Homeless programs to implement services for homeless, unemployed, and re-entry Veterans. Responds to all suspense's and deadlines for her/his programs, ensuring that the necessary data and reports are provided in a timely fashion. Consulting with the Director of Homeless Services when necessary to ensure accuracy of completed suspense's and other requests from the Chief of SWS, hospital leadership, the VISN and VACO. Maintains relationships with other VA and community programs and participates in various administrative meetings, including Social Work Service, Programs, Downtown Clinic and CBOCs as needed, community meetings, clinical multidisciplinary meetings and other meetings as needed by specific cohort populations. Participates in appropriate supervisory meetings, i.e., SW Supervisors' meetings, CARF meetings, and meetings on general topics. Establishes and maintains positive working relationships with employees, volunteers, consumers, and stakeholders within the VA and outside community agencies. Implements performance improvement processes for assigned programs and complies with performance measures as required by the VA for the homeless population and programs. Collects and manages data for each program and assures CARF readiness. Monitors delivery, coordination of care, and outcomes of services that have been delivered through contract or grants as assigned. Identifies opportunities to improve care and implements new processes in the programs he/she supervises. Organizes "In Reach" activities of internal marketing to Veterans already using the system and to facility staff, including educational seminars, in-service programs and workshops, new employee orientation activities, and customer feedback mechanisms. Attends all national and regional VHA conference calls to learn about ongoing initiatives to improve Veteran's care for the programs he/she supervises. Provides leadership to social workers to ensure quality programming is established for homeless Veterans. Collects data and provides data analysis to the Director of Homeless Services on outcomes and satisfaction results for the programs he/she supervises. Understands fiscal needs and the ability to address fiscal issues as needed. Oversees program evaluation. Oversees employment practices regarding race, color, religion, sex, and affirmative action for the area under incumbent supervision in the following: (1) merit promotion of employees and recruitment and hiring of applicants; (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and (5) full utilization of their skills. The incumbent provides student supervision and clinical supervision of social work staff for licensure.
