Job Summary:
This position provides direct supervision of staff, which includes department clerks, Admission Processing Unit (APU) staff, community outreach workers and health service aides for each of the areas above. The incumbent will manage programs and projects in the assigned areas by reviewing, analyzing and evaluating operations to ensure proper management and effective operations. Responsibility also includes assisting in the planning and development of new or expanded services, staff education and training, development and implementation of Joint Commission preparation.
Responsibilities:
- Responsible for supervision of clerical and assistant staff.
- Analyzes and evaluates operational systems, including policies, procedures, objectives, etc., to ensure the optimum delivery of services.
- Work with Policy Committee to update and process all departmental policies and patient related forms
- Planning, monitoring, and appraisal of employee work results by training and coaching various discipline employees and scheduling management conferences with employees for ongoing training.
- Maintain PMCS Course Instructor Certification for staff and responsible for Attending/ Resident initial and refresher course training.
- Ensures compliance with applicable state and federal statutes and regulations and with accreditation standards for educational training and credentials by discipline.
- Collaborate with Human Resources Department to provide initial training to orient new staff to personnel policies, job performance expectations, key workplace/ corporate policies and documentation requirements specific to department:
- First Aid/ CPR
- Preventing & Managing Crisis Situation (PMCS)
- Office of Mental Health - Child Abuse Reporting Requirements
- OASAS Training & Certification
- KRONOS & Timekeeping/ scheduling
- Manage and process all departmental personnel changes (hiring, resignations, promotions)
- Maintain and update personnel records - Contracts, salaries, bonuses, trainings, licenses (inpatient / outpatient - Valhalla, MHRH, HAHV)
- Work closely with the Medical Staff Office for clinician reappointments (Valhalla, MHRH, HAHV)
- Support APS with quarterly physician time studies across the network.
- Responsible for WMC/APS attending and support staff timekeeping (Valhalla, MHRH. HAHV and Margaretville).
- Create and manage weekly/monthly attending after hour coverage schedules.
- Manage APU staff and scheduling.
- Assists with expediting and resolving issues involving facilities, environment of care and human resources.
- Manage and approve inpatient units (Valhalla / MHRH) supply management weekly requests PMM and Staples.
- Work with Purchasing Dept and vendors for ordering and tracking of Capital Purchases.
- Work closely with legal department for contract management; i.e. creating proposals, contracts and amendments.
- Work with IS Dept as liaison for computer/telephone and conference equipment requests and related issues.
- Monitor daily compliance with DOH NICS reporting requirements.
- Manage all physician CME (Continued Medical Education) expenses.
- Manage all departmental reimbursements.
- Process all departmental payment vouchers.
- Promotes and provides quality customer service; proactively identifies and resolves customer issues.
- Works with internal and external parties to organize the various components needed to initiate, run and conclude major projects. Duties include coordinating schedules and activities, and tracking progress and results.
- Provides other supportive services to the Vice President of BHC as assigned.
- Commitment to enhancing cultural competency by developing training curriculums in conjunction with Program Directors, based on program needs.
Qualifications/Requirements:
Experience:
Must have at least 5 years within a hospital operations management role or within operations of a human service field, required.
Education:
Bachelor's degree, preferably Health Care Administration or business-related field, required.

Must have the ability to multitask in a fast paced office and clinic environment. Must possess excellent writing and communication skills. Must be able to establish and maintain effective interpersonal relationships with patients, co-workers, supervisors, physicians and the general public. Special Requirements: N/A
