The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.
The mission of BHIV is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities and combat stigma.
The Bureau of HIV (BHIV) ACE (Assess. Connect. Engage.) Team of the New York City (NYC) Department of Health and Mental Hygiene (DOHMH) is responsible for providing partner services to approximately 2000 New Yorkers newly diagnosed with HIV each year, including the identification, tracing, notification and HIV-testing of their sex and needle-sharing partners. ACE staff ensures that all newly HIV-diagnosed persons are linked to HIV clinical care.
Each year, ACE staff reaches out to approximately 3,000 people with HIV (PWH) in NYC and appear not in care, an approach known as Data to Care (D2C). ACE staff trace the out of care patients, and when found, connect them with HIV clinical care providers. All patients and partners, ACE staff assess their needs for additional medical and social services (e.g., Hepatitis C, sexually transmitted infections, housing, and nutrition) and connect them with appropriate clinical and social services providers.
ACE staff undertake the continuous education of providers and community members about HIV- related laws and regulations and build/maintain structure for timely reporting of HIV diagnosis and linkage to care and services for patients and partners to further curb further spread of HIV.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Prepare and contribute to research abstracts, manuscripts and presentations for dissemination at scientific conferences and peer-reviewed journals.
Deliver oral presentations of epidemiologic and operations analyses from the enhanced Data to Care (D2C) project to diverse audiences, scientific and non-scientific.
Manage data collection and management systems for the enhanced D2C project, including creating new and efficient forms and databases using approved software.
Explore and identify new scientific research software to enhance utility of epidemiological data.
Provide technical assistance and capacity building to clinical sites through scheduled visits, training sessions, and remote assistance.
Manage research/evaluation and quality management tasks pertaining to the enhanced D2C project and provide periodic updates and data visualizations.
Respond to any special data requests, program tables, slide sets, assisting in the preparation of analytics datasets pertaining to the enhanced D2C project.
Responsible for the setting up systems for utilizing HIV Surveillance System data and HIV clinic medical records, matching, merging and cleaning to create assignment lists.
Work with PWH and their partners, ACE staff are responsible for outreach to the approximately 2,000 HIV provider and community-based organizations.
Routinely examine functions and procedures in relation to data collection and management mechanisms for the enhanced D2C project, identify strengths and weaknesses ad contribute to modifications.
Coordinate communication and deliverables with D2C analysts at enhanced D2C clinical sites and provide routine reports on progress and outcomes.
Supervise and train one City Research Scientist II.
