The Intimate Partner Violence Assistance Program Coordinator (IPVAP-C) is a Social Work Program Coordinator whose primary responsibilities are to provide clinical evidence-based services including, assessments and interventions; program development; Veteran, family, Caregiver and staff education on intimate partner violence; community outreach; resource development; continuous quality improvement activities; and evaluation/consultation. BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker (Program Coordinator), GS-12 Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:(a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.(b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.(c) Ability to supervise multidisciplinary staff assigned to the program.(d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).(e) Ability to provide training, orientation, and guidance within clinical practice. Develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. May be responsible for the program's budget and various control points assigned to the program. Manages and controls the use of data related to these programs regarding day-to-day functioning and program evaluation. In conjunction with the Service Chief, plans, organizes and directs administrative, operational, Veteran and personnel activities for the service. Supports Veterans, family members, and caregivers throughout the medical center and in community settings and serves as a liaison between the VA and community agencies. Participates in IPV assistance activities in the local community and state to promote and recognize the role of individuals who use and/or experience IPV. Responsible for establishing partnerships with the Workplace Violence Prevention Committee, the Disruptive Behavior Committee, Employee Assistance Program and Employee Health Department to establish services for employees who are experience and/or use violence. The IPVAP-C practices at the advanced level and has specialized knowledge of practice that can be differentiated from the independent practice social worker by the ability to expand clinical knowledge in the profession, administer a facility program, provide consultation and guidance to colleagues, role model effective social work practice skills, teach or provide orientation to less experienced social workers, develop innovations in practice interventions, and provide clinical supervision for social work licensure or certification. Advises and collaborates with interdisciplinary teams throughout the medical center on intimate partner violence (IPV) issues. Creates educational tools, develops programs and implements training focused on specific IPV needs/issues. Provides education and in-service training to VAMC employees, Veterans, families and Caregivers. Develops and facilitates support groups (face-to-face or VANTS telephone line) and educational programs. Distributes educational materials provided by VA, local, state and national IPV organizations. If appropriate, the incumbent provides referrals or consults, or in some cases direct admission of a Veteran to other VA programs including but not limited to the Domiciliary, Inpatient psychiatric treatment, Inpatient Substance Use Treatment Program Community Residential Care Program, Respite Program, Community Health Care Coordination Program, Hospice, Home Based Primary Care, Telehealth and Community Nursing Home Program. Invites state and community IPV related agencies to participate on the local VA IPV Assistance Advisory Board. Establishes and maintains access to electronic social networks such as Facebook, Twitter, secure email and YouTube in accordance with VA policy. Promotes the VA Intimate Partner Violence Assistance Program in coordination with the local VA Public Affairs Officer through interviews with local print, voice and television media. Coordinates the events and programs for the annual Domestic Violence Awareness Month every October that includes announcement and advertising of month-long activities, mobilization of participants, educational sessions, and VA IPV Assistance programs. Develops a data monitoring system to measure the efficacy of the program. Collects, analyzes and reports program data to local management, VISN Intimate Partner Violence Assistance Program Coordinator Lead and the National Intimate Partner Violence Assistance Program, Care Management and Social Work Service, Office of Patient Care Services. Evaluates program progress and outcomes and utilizes data to continuously modify and improve the program and processes. Other duties as assigned.
