This position serves as program coordinator of the Intensive Community Mental Health Recovery Services. The goal is to develop, implement, and assess the benefits of a behaviorally-oriented program of psychosocial rehabilitation, intensive case management and community-based treatment for chronically mentally ill veterans. Specialized treatment services are provided through interdisciplinary collaboration and coordinated with various inpatient and outpatient programs. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. Grade Determinations: GS-12 Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits). Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs (a document with written demonstration of KSAs must be included with application, see required documents section). Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. Responsible to actively participate in the program planning, development and evaluation in order to identify trends, opportunity for improvement, and make recommendations to leadership. Supervision: Supervises daily activities and evaluates performance of multidisciplinary staff. Responsible for establishing and maintaining effective working relationships. Performs the administrative and personnel management function relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system; observes workers' performance; demonstrates and conducts work performance critiques; provides informal feedback and periodically evaluates employee performance. Able to resolve informal complaints and grievances; develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters; effects disciplinary measures as appropriate to the authority delegated in this area; reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of safety regulations. Observes performance, demonstrates and conducts critiques, feedback and performance appraisals consistent with HR policies and procedures. Responsible for initiating reward recognitions and appropriate disciplinary actions as warranted. Responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position is carried out at one or more locations that are physically removed from the main unit that make day-to-day supervision difficult to administer. Many case management services in this program are provided in the community and require the individual to travel in the metropolitan area. Performs direct patient care services and maintains caseload to augment the service delivery of the program. Performs accountability functions including documentation of all clinically pertinent contact and ensure completion of DSS workload.
