The successful candidate in this position functions as the Health Care System's Liaison/Case Manager for VA Central California's Grant & Per Diem (G&PD) Program. Responsible for monitoring and coordination of services provided by community-based programs funded under VA's Homeless Providers Grant and Per Diem Program. The liaison is the key point of contact between the programs in the field and the National Grant & Per Diem (G&PD) Program Office. The success of the individual programs depends greatly on the rapport and collaborative efforts established between the liaison and the community provider. Each of the grant recipient programs were chosen because they reflected a solution to a need in the community and as such may not necessarily fit into what would be considered a "perfect model."
The liaison will be challenged to meet the requirements of the Health Care System, G&PD Program, grant recipient, and the most important customer, the Veteran. Implementation of VA's G&PD Program is authorized by Public Law 107-95 (PL 107-95). The law authorizes the Department of Veterans Affairs to assist public or non-profit private organizations in establishing new programs by awarding grants, through a competitive process, for up to 65% of the cost of acquiring, renovating, or constructing facilities. The law also authorizes VA to provide per diem payments to grant recipients (or non-grant recipients through special funding) that provide supportive services and/or supportive housing for homeless Veterans.
The G&PD, an essential and critical part of VHA, is vital for providing safe transitional housing and supportive services for homeless Veterans. VA medical centers must ensure that Veterans in community-based funded programs are receiving quality services. The liaison/case manager is responsible for the oversight of these services as well as the case management of the Veterans who receive them.

Federal Retirement Plan:
VA employees are covered by the Federal Employees Retirement System (FERS). FERS is a three-tiered retirement plan composed of 1) Social Security benefits, 2) FERS-RAE basic benefits (pension), and 3) Thrift Savings Plan (TSP) which is a 401K-type plan
How is the pension funded? VA employees automatically contribute 4.4% of their salary each pay period and the VA contributes 8.3% of the employee’s salary each pay period for a total annual contribution percentage equal to 12.7% of the employee’s salary
Similar to the 401(k) savings plans widely available in the private sector, the TSP allows employees to tax defer a portion of their income each year, subject to the requirements of the Internal Revenue Service. For calendar year 2020, employees under the age of 50 may contribute up to $19,500, while those over age 50 are eligible to make catch-up contributions that allow them to defer up to $25,500.
The Federal Government also provides an automatic basic contribution (1% of salary) and up to 4% of salary in matching contributions, depending on the amount of the employee contribution
For retired military personnel, these benefits are in addition to full monthly retirement pay or pension
In addition to FERS, VA provides health care insurance coverage for retired personnel
Disability Retirement
Employees are vested in a federal pension after only 5 years’ service
Qualifications Basic Requirements.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
